Lighthouse: Ancient Lighthouse at Fort St.Elmo

The ancient tower can be see in this old photo:

And also in this stamp from 2001:

This post was under discussion for a while. Why?  Because the event depicted in the painting is happening in 1838.  And the lighthouse is believed that start the function in 1851 (13 years laters).  So, what happened? Is only a watch tower and not a lighthouse at that time?   Is a mistake of the author of the painting?  I decided to list this issue anyway.
