Proposed monument in 1921 with a faux lighthouse to be builded in Pointe de Grave in France after the WWI.  The monument finally erected did not follow this shape and was destroyed in 1942 by german forces.

It is not clear why this para-philatelic item combines this proposed monument with the phrase Pointe de Grave 1945.
